U should be looking for Disk Director by Acronis.
this software is allows u to split/merge/delete/recover
partitions. beside in case of necessity u can change files system.
It's cheaper then PM has more features(like recovery wizard included) and is just more reliable.
anyway, that's just my opinio.

You can format the partition, or delete it, but you can not join it without deleting both the partitions.
You should use a program like partition magic to be able to do that
