How can i delete drive C: and format a new Windows?
If u like to install windows XP , Take the bootable CD of XP(normally it will be bootable) insert in to CD drive then switch on the computer it will automatically take you to the menu there u can format the C drive completely and install the winXP too

if that CD is not booting then u need to get in to BIOS setup and change the Boot sequence to that the CD drive comes first.

else Win98 or something else

just create a Boot Disk using a floppy

and do the formatting

Or just use the FORMAT option in command prompt(not a correct way to format C drive)
Reply:you might want to search download.com for a program that wipes your drive clean
Reply:i think once you have reformatted your drive c: everything will be totally erased. reformat it through bios. then install your OS. try booting from cd
Reply:If you have an old DOS floppy disk you can boot up on it and do a format c:/s command to format the hard drive. What O/S are you wanting to install. If it XP or 2000 if you just boot up on the O/S CD it will give you the option to install, (not repair) and will automatically format the Hard Drive.
